Research planning refers to the process where a nation or company sets goals for research and development activities within a limited time, using the least effort, support, and cost, and establishes specific methods and procedures to achieve these goals.

In other words, it aims to provide a systematic understanding of management organization R&D strategies and project management, and to present rational techniques for effectively conducting R&D activities.

Responsible for discovering short and long-term national R&D projects, research funding acquisition, managing industrial property rights (patent and utility model prior art searches), general technical data management, evaluation and management of technology capabilities of partner companies, and general administrative tasks related to things.
